4th NATIONAL AGRICULTURAL POLICY WORKSHOP
|

Under the patronage of the Minister of Agriculture and Agrarian Reform, the
National Agricultural Policy Center (NAPC), supported by the FAO Project
GCP/SYR/006/ITA, organized the 4th National Agricultural Policy Workshop at
Cham Palace, Damascus, on the 8th of May 2007.
The Workshop discussed at national and international level, the results of
major studies prepared by the NAPC, and by international experts in the
field. Distinguished national and international experts gave these
presentations. The Workshop program included four sessions; the first
discussed the global perspectives for supply and demand for agricultural
products. The second presented the results of the NAPC study on
non-agricultural activities in rural areas (NARA) and their role in
complementing the agricultural production and rural development. The third
presentation focused on the recent trends and future challenges of the
Syrian agricultural trade, with an outlook for Syrian agricultural systems
in the context of the Mediterranean basin. The fourth presentation gave an
analysis of the sheep meat comparative advantages and assessment of its
supply and demand.

3rd NATIONAL AGRICULTURAL POLICY WORKSHOP
|

Under the auspices of
the Minister of Agriculture and Agrarian Reform, the National Agricultural
Policy Center (NAPC), supported by the FAO Project GCP/SYR/006/ITA, organized
the 3rd National Agricultural Policy Workshop at Cham Palace, Damascus, on 1
July 2004.
The Workshop
represented an important benchmark in the activities of the Project “Assistance
for Capacity Building through Enhancing Operation of the National Agricultural
Policy Center”, executed jointly by the Ministry of Agriculture and Agrarian
Reform of the Syrian Arab Republic (MAAR) and the Food and Agriculture
Organization of the United Nations (FAO), with funds provided by the Italian
Government.
It was organized to
disseminate and discuss, in a national forum, the results of three major studies
prepared in the course of the project activities: “The Farming Systems in the
Syrian Arab Republic”, “Comparative Advantage of Selected Syrian Agricultural
Products”, and “Syrian Accession to WTO: Requirements and Opportunities”.
The program of the
Workshop included an opening ceremony, a short session presenting the activities
of the Project and of the NAPC, and a session for each study
presented. Attendance to the workshop included policy makers and public officers
from all main departments of the MAAR, other Ministries and various public
establishments, Members of the Parliament, academics from various
universities, stakeholders from the private sector, representatives of various
professional and nongovernmental organizations, and representatives of
international organizations and embassies.

2nd NATIONAL AGRICULTURAL POLICY WORKSHOP

The Second National
Agricultural Policy Workshop was held in Damascus on the 12th of January 2002
under the auspices of H.E. Dr. Noureddin Mona, former Minister of Agriculture
and Agrarian Reform.
It was organized to
disseminate and discuss, in a national forum the results of three major studies
prepared in the course of the project activities:
• “Implications for
the Syrian Agricultural Sector of a Possible Co-operation and Trade Agreement
with the European Union”, by Prof. Jose Maria Garcia Alvarez Coque, Polytechnic
University of Valencia, Spain,
• “The Utilization of
Water Resources for Agriculture: Analysis of the Current Regime and Policy”, by
Prof. Consuelo Varela Ortega, Polytechnic University of Madrid, Spain, and
• “A Strategy for the
Development of Syrian Agriculture”, by Prof. Alexander Sarris, University of
Athens, Greece.
It also offered an
opportunity for informing a wide audience on the salient features of the
FAO Project GCP/SYR/006/ITA, at that time in its second phase, and of the National Agricultural Policy
Center (NAPC), which was established by the Ministry of Agriculture and
Agrarian Reform, and was being set up with the support of the project.

1st NATIONAL AGRICULTURAL POLICY
WORKSHOP
|

Between the 31st of
October and the 2nd of November 2000, the First National Workshop on
Agricultural Policies was held within the context of the “Assistance in
Institutional Strengthening and Agricultural Policy Project” implemented by the
Food and Agriculture Organization of the United Nations with the highly
appreciated support of the Italian Government.
On this occasion, H.E.
Mr. Asa’ad Mustafa, former Minister of Agriculture and Agrarian Reform,
confirmed that the Syrian Government gave big importance to the project and
would have offered all possible support to make it fruitful and productive.
H.E. referred to the
fact that Syria has started the process of economic development and reform since
the 1970s under the leadership of president Hafez Al Assad and the process kept
moving ahead under the leadership of H.E. president Bashar Al Assad with a view
to coping with international changes. He also introduced the studies presented
during the meeting, carried out by distinguished national and international
experts:
• A proposal for an
“Agricultural Development Strategy” (by Prof. A. Sarris, FAO Consultant);
• “The Citrus
Sub-sector: Analysis and Policy Options” (by a team including Mr M. Westlake,
FAO Consultant, national consultants and a number of NAPC trainees);
• “Agro-food
Marketing
in Syria” (by a team including Prof. D. Rama, FAO Consultant, national
consultants and a number of NAPC trainees);
• “The
Livestock Sub-sector” (by Mr G. Cummins, FAO Consultant, S. A. Madani, FAO RNE,
Cairo, national consultants and a number of NAPC trainees);
• “The Olive Oil
Sub-sector” (by Prof. I. Malevolti, FAO Consultant, national consultants and a
number of NAPC trainees).
The presentations were
followed by a lively debate that contributed to the formulation of
recommendations, useful for the future developments of Syrian agricultural
policies.
