Mr J. Kydd delivered this seminar on 7 September 2002
stating that liberalization can be thought of as a bundle of
institutional changes. He criticized the institutional changes required
by the liberalization measures of the Washington Consensus on
Agriculture. Within this framework Mr Kydd underlined that agriculture
in poor regions is undercapitalized and insufficiently competitive in
the global market because of policy and institutional failures (lack of
infrastructural environment, poor information, missing markets, weak
contract enforcement). Therefore, the lecture addressed these failures
as the main obstacles to successful economic liberalization, which, in
turn, should be supported by appropriate reforms of national
institutions and, particularly, of rural institutions.
